This was fixed as part of https://github.com/juju/juju/pull/6149 and https://github.com/juju/juju/pull/6159

I have just completed many success migrations of a non-trival model between two controllers, sometimes being aggressive about attempting to migrate the model out of a controller as soon as it arrives (the root cause of the problem reported in this bug).
