Playing around with 2.0.3 (using the hosted controller), it seems I cannot
perform any model lifecycle operations as 'admin' on another user's model.
Consider the following use case/sequence of events:
1. Juju user Fred creates model 'foo-model'.
2. As the owner of the 'foo-model', Fred grants 'admin' on 'foo-model' to
Bob.
3. Fred leaves the team/company/
Bob doesn't have the ACL to perform model lifecycle ops on 'foo-model', how
is the lifecycle of 'foo-model' maintained following the event where the
owner does not need to be enabled on the model any longer? Moreover, how
can an owner be disabled on his/her own model?
