Sorry, I wasn't clear. The operator wouldn't have to retry - the API client (in this case the juju CLI) would though. There would be no pain from the operator's perspective as this would be handled transparently but it would mean that every API client would need to be prepared to handle the "please retry" error.
@jason-hobbs: My question was more, "would it be acceptable for the API server to return a 'please retry' error?" but if you're not consuming the API directly then I guess it doesn't really matter to you. It will matter to the juju GUI, landscape teams etc. I'll take this to the juju-dev list.
