To be clear, I agree that a bug (e.g. reboots breaking API authentication) should not result in the agent being uninstalled. This is doubly true if a retry (or several over the next minute) would resolve the issue.

Personally I would favor option 1 for a quick solution and then 4 (or 5) for a long-term one. Option 2 isn't really feasible since it means the agent would try to restart over and over. Option 3 would leave files in the same directory that the agent would use later, potentially causing conflicts.
