As far as implementation goes, we've talked about having the charmworld icon requests take an optional ?force-show=true flag that would not redirect, but show icons for non-approved charms.

A feature flag on the gui end would allow for adding that to all requests out then from the Gui side and we'd default sanely, but allow icons for all charms that have them for presentation and other demo purposes.
