There is no indication in the GUI when the user loses connection to Juju

Bug Description

If the GUI looses connection to Juju we should highlight the canvas red or some other VERY clear indication that they have lost connection and are no longer receiving updates.

Hi Luca. What do you think? We used to show this in the notifications, but that's pretty subtle.

What are our options here? We could possibly show a notification where the
environment name is.

Yes, we could put something in the masthead. That would be fine.

However, we could go even further. If you're not connected to the
environment, should you even see the services of an environment?
Should there be an overlay that says, "you were not connected to an
environment"? I'm tempted towards a more dramatic representation like
this.
