some ui elements remain if juju-gui's connection to the server is distruped

Bug Description
Steps to produce:
- Open and view any service
- kill your network connection (turn wifi off, travel to Northern BC, etc)
- wait for juju-gui to fail its connection to the server (watch the console)
- "X" the service to close it
What happens:
Most of the panel is removed, except for parts of the expose toggle and the service header (see pic)
What should happen:
The header for the service panel should be completely removed and the UI parts from toggle should not be left "hanging" around.
Solution:
Take a deep breath and refresh page once you have network connectivity again.

IMHO this isn't a duplicate of #1230410 as it's actually an issue in the inspector when the GUI loses connection irregardless of a notification to the user.
