I don't have all the answers, but here are a few, plus an additional question.

Per discussion with Jovan, before we tackle this change we should reveal the new charm browser and hide the old one (*).

After that, we can have a separate branch that styles the header. The header is shared across all pages, so that should be relatively easy. Jovan says we do not need to change the footer style.
