Regarding #0 in the description: it turns out that in the normal case FindId only ensures the env UUID prefix is on the id and doesn't add the env-uuid field to the query. This is ok and explains why we hadn't noticed more broken things sooner.
Lowering the priority of this bug as the practical impact isn't as bad as it originally appeared.
