Can you test with the latest version of rsyslog which has a fix for a similar issue as noted in Comment #7?

Fix went in to v8.18 release of rsyslog:

Note that this is a specific and limited fix. It did not work for at least one other manifestation of such symptoms (Fatal error on disk queue, queue not found).
