We have had this same version of rsyslog on trusty on this node since Feb 17, 2016.
Unfortunately, logs have rotated off the server from prior to the charm upgrades, so we can't tell if this issue was certainly happening or not before the charm upgrade date. I believe that the correllation with charm upgrades was made during issue triage based on when the issue started exhibiting alerts in our event history.
