The duplicated addresses on juju-br0 and eth0 are due to curtin < 389 and cloud-init ignoring the /etc/cloud/cloud.cfg setting to disable generating fallback network config. Related bug: https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/1563296

In 1.25 it was confirmed the proposed fix is not necessary.
