Comment 9 for bug 1459033

There was a bug in the tools-upload HTTP handler, which is fixed in 1.25 and master; we'll no longer add the invalid metadata, but we'll also fail earlier when attempting to add metadata into Mongo. Additionally, I've added an upgrade step to remove any invalid tools metadata for 1.25.
