With the introduction of e01ac93e "Merge pull request #155 from wallyworld/peergrouper-publish-ignore-empty", upgrades on local precise fail. No other series or provider is affected. I am attaching the log, but I don't see an errors in it. Maybe one of the other logs has better info.
