Comment 8 for bug 1247232

I previously misunderstood the scope of this issue. I set out to fix one issue (bootstrapping the same version as the client), but had not intended to change the behaviour of eventual agent version.

I have created lp:1310893 and assigned to 1.19.1, as that was the issue I intended to fix. I'm moving this one off 1.19.1 for now, as it's still being debated. Sorry for the confusion.
