I think given that we've had a couple of bugs down this direction, that it is reasonable to tell people that they are out of date, and ask them if they want newer tools -- but it is likely reasonable to default to bootstrapping exactly the same version as the client.

That is going to be the well tested path, and we aren't likely to be able to CI test every possible client/tools combination even at the patch level -- so I'd rather we default to something safe.
