Comment 2 for bug 1246320

I cannot bootstrap with juju the previous stable release 1.14.1. I get the same error:

    command failed: cannot start bootstrap instance: POST request failed:
    BadRequest - The versioning header is not specified or was specified incorrectly.
    (http code 400: Bad Request)

I think then that azure or streams have changed.
