I forgot to add, there are some usability consideration to implementing this with LADSPA, the primary problem is that the LADSPA GUI isn't very intuitive as-is, this may be partly to blame on LADSPA's design...
The song wide equalizer could quite well be implemented similar to the "Audio Mixers" panel now.
