I agree with Kailyn that if a PC is already in combat they can pick a fight.
For MOBs their memory etc, still works when they are blind (should blind hide a PC from the MOB?)

Should fighters (or ninja) or other warrior types be able to learn 'blind fighting' which would allow them to fight more effectively while blind. (say lower penalties, OR even being able to quaff a 'cure blind' (red/blood potion from Grigis?) while blind?
