Bug Description

For a 'GET /nodes?<query string>', the 'next' link in the response is missing these query parameters.

- the link is missing these query parameters from the original request:
      * driver
      * fields
      * provision_state
      * resource_class

- the link is missing these query parameters if they had been set to
      False in the original request:

      * associated
      * maintenance

Note that the issue with fields is being tracked in bug 1715541.

Change abandoned by "Dmitry Tantsur <email address hidden>" on branch: master
Review: https://review.opendev.org/c/openstack/ironic/+/506280
Reason: Abandoning because of inactivity. Will need to be significantly reworked to match the new API architecture.
