thanks for investigating the problem so rapidly.
So, I downgraded the ipxe-qemu package from 1.0.0+git-20190109.133f4c4-0ubuntu3 (focal) to 1.0.0+git-20180124.fbe8c52d-0ubuntu2 (bionic) and the problem completely disappeared. Your theory looks absolutely correct to me.
For what it's worth, I just discovered that, even with the buggy ipxe-qemu in Focal, the OVMF distributed with QEMU itself (/usr/share/qemu/OVMF.fd) worked, but ONLY with it. I tried with multiple other versions of OVMF and all of them caused QEMU to stuck at boot, probably because of that ASSERT in the 82540em.efi driver.
