According to the instructions[1][2], users have to create a bootable USB drive for flashing image. The bootable USB drive is based on Ubuntu 20.04.3 LTS[3], not the released IoT image.

If You dd the IoT Image to an USB drive and boot from this USB drive, it's bootable.
But, it's not the user behavior we expect.

As I mentioned in comment#3, it's a bug. Canonical will fix it.

We don't set "root" to UUID because this image is a pre-installed image.
But, the users can update the value to UUID by update-grub.
