Printing with the driver set at 300dpi doubles the size, while 1200 dpi halves the size (from 2.5x3.5cm).

Another complication is that the data is not coming through 100%. It seems to be putting a white box around any object that overlaps another object. For instance, the draw-freely.svg file in the share\clipart folder prints with white boxes on the Inkscape logo where the boundaries of the white peak and lower white highlight are over the black. But if I ungroup and then do a difference (ctrl+-) on each of the white sections with the background one at a time to make it one single path, then the whole thing prints fine. I've attached a file showing how it looks when it prints that file, and more complex files look lots worse.

FYI I am using a Lexmark Optra T616 with PS3 drivers, but this happens with 2 different Non-PS drivers as well. Windows XP SP2. Prints fine on Inkscape 0.45.1.
