Save As option completely non-operative in Windows XP

Bug Description
I am not able to save anything from Inkscape because the save as dialog box is inoperable. It doesn't come up. I am using Windows XP. At first I had one bmp file that would trigger the save feature to work, only once, making this program impossible for any complex work. I was using it only to trace, but now I cannot use it even for that since no work can be saved. I go to file, save as... nothing happens. File, save... nothing happens. When I try to close a document it asks if I want to save before closing and even that will not trigger the save option to come up. This program is useless if I can save nothing. Even starting a blank document and drawing in Inkscape cannot be saved. This is a serious bug and I would really like to use this program. I want a fix for it. This is the most recent Inkscape available on the site as of today 5/14/12.

… or reset the preferences to default values (quit Inkscape, delete or rename "%APPDATA% \inkscape\ preferences. xml", launch Inkscape again), and avoid saving or opening files from the root of a drive as long as you work with Inkscape 0.48.2 on Windows.
… or open a file _not_ in the root of a drive via context menu of the explorer in Inkscape ('Open with Inkscape…'), save it again after a small edit, save it as (with a new file name), and save a copy as (to reset the paths stored in the preferences file for the various save operations), and after that avoid saving or opening files from the root of a drive as long as you work with Inkscape 0.48.2 on Windows.
