Bug Description
In windows vista inkscape 0.48.2 r9819 doesn't open. It finishes with a Vista error code. Temporarly solution to restart. Trying to unistall and then install does nothing. Trying to give admin rights and (or) windows previous version compatibility does nothing. Bug applies to older version as well.

(Reportedly after a shutdown, pause, and restart of the system, Inkscape launches again without issues).
This report does not include any technical details which would allow to further triage the issue.
Could you provide more details about the "Vista error code"?
