No, I think "snap to grid" (or other "snap to..." options) should respect the fine tuning options.
However, I think the default set of these fine tuned settings should match "average user expectations" (if such thing exists). In this particular case, a user turning on "snap to grid" option would probably assume that text object will be snapped to grid, unless he/she has explicitly turned this capability off.
Also, note that Bug #727281 was a request for an _ability_ of switching the snapping to the text baseline off, not for switching it off by default.
