Bug Description
If you group objects on different layers, they all end up on some other layer, and all on the same layer. This is most inconvenient for continued work on the drawing, as all the objects must be moved back to the proper layers each time.
This occurs, for instance, when creating a label with line art, text, and graphics, and then needing to copy the entire label to make duplicates. Grouping is necessary to insure that object placement doesn't change during the copy.

As much as objects can't belong to several groups at the same time, it is technically not possibly for objects within one group to belong to different layers (layers in Inkscape are implemented as groups) - see also comment #3 in bug #171627.
