objects in groups should remember their layer

Bug Description

When I group objects on different layers, I'd like that they "remember" in
their original layer.

Now, everytime I group some objects, I "loose" all information about
layers...

In the way it works by now, if I group some objects, they all go above or
back a given object not included in that group.
It would be more flexible if I could have groups whose objects are partly
above and partly under the others...

This is impossible. Inkscape's groups use the same <g> tags as layers and
therefore they can't overlap. Besides, it would be ambiguous as to which
layer the group itself belongs, and therefore it would violate the
principle by which each group is an object that has all the same properties
as other objects. What you're looking for is named sets/stored selections,
filed under another RFE in this tracker.
