Yes Inkscape can be slow, but most likely this is due to using bitmap filters. Speeding up Inkscape is therefore not as much a matter of refactoring, it's a new feature that's needed: 2D graphics hardware acceleration, across all OSes. And that's not a trivial thing to implement :-(
