How about a simple checkbox/checkbutton on the gradient toolbar labelled "Master" or "Linked" ?
When checked you are editing all the linked gradients (Gradient Editor behavior). When not checked you are only editing the selected gradient (Gradient toolbar behavior).
Perhaps this coversation should move over to bug #950677 ?

Maybe we can leave the Edit button there until the issue is sorted, so that no functionality is removed.
