images are not reduced in PDF export

Bug Description

If I put some high-resolution images in my drawing and then save as PDF. Inkscape doesn't reduce the resolution of these images (according to Resolution for rasterization (dpi)), but instead of that, it puts image in its native resolution, so PDF file is needlessly large. Method of inserting image (link, embed) doesn't affect this issue.

It's necessary to count image resolution manually and link resized image. Size of PDF was reduced from 20 to 3 MB at 300DPI in my drawing.

The dpi export option only affects the rasterization of objects styled with SVG filter effects [1], not embedded or linked bitmap images.

Thanks for link, but [1] is useless for me. Images in my drawings don't have any filtres.
