MIssing "proportions lock" on "Image Properties" dialog boxes

Inkscape 0.48 on Linux Ubuntu 8.0.4 Hardy.
In the tool bar, where you can change the Width and Height of an imported image, there *IS* a "lock" icon that locks proportions (if you then drag by a corner node).
However, if you right click the imported image and select Image Properties, the resulting dialog box does NOT have a "lock" facility to maintain proportions.
(I do understand that I can also use the CTRL key while dragging a corner. However, while that is great, it does not change the need for a "lock proportions" in the Image Properties dialog box. For example, if a user has hidden the "Tools Control Bar", the user will have no way to lock proportions while *numerically* changing the image size.)

Also, maybe I am blind, but with the imported image selected, I can't find an Image Properties entry anywhere in the menu system. It seems to me that all dialogs should be accessible by the menu system.
