[tweak tool] color mode: fill and stroke color cannot be tweaked independently

Bug Description
Summary: It is no longer possible to tweak the fill color without affecting the stroke color as well. This works as expected in Inkscape 0.46.
Tested with Inkscape 0.46, 0.47, 0.48 and 0.48+devel r9828 on OS X 10.5.8
(default settings)
Steps to reproduce:
1) create a number of objects with stroke and fill
2) in the tweak tool, select 'Paint tool's color upon selected objects'
3a) remove stroke, set tool's fill color
3b) remove fill, set tool's stroke color
4) tweak the color of selected objects
Expected result (works in 0.46):
a) The fill is painted with the tool's current fill color, the stroke stays unchanged
b) The stroke is painted with the tool's current stroke color, the fill stays unchanged
Actual result (0.47, 0.48(+devel)):
a) Setting the fill color of the tool always sets the stroke to 'black, 1px': the fill is painted with the tweak tool's current fill color, the stroke color is always darkened(/lightened with 'Shift')
b) Setting the stroke color of the tool always sets the fill to 'None': the stroke is painted with the tweak tool's current stroke color, the fill color is always darkened/lightened
c) Removing the stroke sets both fill and stroke to 'None': the fill is darkened/lightened when painted with the tweak tool's current style, the stroke stays unchanged
d) Unsetting the stroke sets both fill and stroke to 'Unset': both fill and stroke of the selected objects are darkened/lightened when painted with the tweak tool's current style.
