Bug Description
Add a function (probably in Document Properties) allowing a 'pixel mode'. All objects created (their dimensions and positions) will then have coordinates in exact pixels (this could be more or less equivalent to create a 1px grid, but more handy - no conflict with other grids and guides really implicated in the design, no visual perturbation, just integer numbers).

You won't be able do draw precise shapes in this mode (bezier curves, circles, ellipses, spirals...) nor execute path operations without getting (slightly) distorted results. What about text objects/fonts?
Inkscape 0.48 includes the new extension 'pixelsnap' which allows to align rectangles and paths to pixel boundaries, to create sharp web and digital graphics. code.google. com/p/pixelsnap /> for details and usage.
