enable-background=new is now (0.91) set by default, so the steps are a bit different:
1. Open the attached file.
2. Open the XML editor (Shift+Ctrl+X).
3. Select the svg:svg root element, and remove the enable-background=new attribute.
-> The rendered image doesn't change.
4. Save the document and reload it (File>Revert).
-> The image now shows as expected.
