Some export formats bad for drawing including raster element

Bug Description

I have a drawing which includes vector and raster elements. In many of the clipboard and file formats, elements of the drawing are lost; most critically the bitmap but also some of the vector elements at the lower left.

The image was originally extracted from a PDF by Inkscape. I'm using Inkscape 0.47 r22583

The drawing is attached to this bug.

The incorrect clipboard formats are:
CF_ENHMETAFILE - bitmap missing, left edge of graph missing, part of bottom edge of graph missing, lower left of dividers missing, right edge of graph missing.
CF_BITMAP - similar
CF_DIB - similar

What platform do you work on?
In which export file formats are elements of the drawing lost?

Export with Inkscape 0.47 r22583 on OS X 10.5.8:
- PDF and Bitmap export do not appear to miss bitmap nor vector elements,
- EPS, PS have all objects, but bitmaps are badly pixelized (similar to bug #585286),
- ODG has all vector elements but misses the bitmap,
- XCF (GIMP) no elements missing (same as Bitmap export)

Clipboard with Inkscape 0.47 r22583 on OS X 10.5.8:
Pasting in GIMP 2.6.8 into new layer misses the bitmap graphic and the thin edges (frame) of the diagram and the F1-F4 symbols. The text and tick marks are all included.

Missing "vector" elements seem to be clipped paths, the top and left edges are masked with transparent bitmaps as well (possibly related to bug #427540?).

The "export as bitmap" button on the toolbar seems to work fine.

The ultimate goal is for our users to be able to get a vector-representation into standard Microsoft Office products such as Word and Powerpoint. In the process, they may want to make minor edits to the image such as changing the size of axis text. Since we're going to Office, the range of valid formats are limited to metafiles, EPS, and bitmaps. Bitmaps are not optimal since they require that they be sized appropriately prior to being exported.

In my environment, saving the file as .EPS saved the bitmap properly, but clipped the left and bottom edges. The text at the top of the plot looks a bit like a second generation fax transmission. So it was successful in that it is vector, but unsuccessful due to clipping and poor quality text.

Saving as .EMF looks the same as .EMF on the clipboard; bitmap lost and border lines missing. I tried it with and without "convert text to paths" turned on. The problems were the same both ways, although the text quality was less good with the option turned off.

Still repro with pasting to GIMP.
