Inkscape does not work at all in Windows 7

Bug Description
I loved the program when I had it had it on XP. I changed to Windows 7 (which is up to date), loaded the newest stable Inkscape version (047-3) and it will open, but none of the tools work at all. Unable to create objects. I imported a bmp file which it recognized initially with the select tool, but am unable to move it or re-size. Undoing and redoing left the object unable to be selected at all. I am able to copy and paste the object before it loses the ability to be selected. Unable to set any fill or stroke options. Pretty much dead on arrival.
It installed itself into C, program files (x86) I didn't customize anything.

Did you work with Inkscape 0.46 or with Inkscape 0.47 too on Windows XP?

Do you use any extended input devices like a tablet and pen?
