I don't know yet why, but your problem with the file arrow.svg is easily solved: there is a line far outside the drawing and page border - when deleting it, all cairo-based exports include all visible elements of the drawing.
The path in question has the id "path12080" and all paths following it (in z-order) are omitted in cairo-based exports.
