Provide alternate ways of clicking the paste toolbar button

Bug Description
Currently, we need to use the Edit menu to access Paste Style and Paste in Place. However, if we make the user hold down a modifier key, we could put more commands into a single toolbar button.
*No modifier: standard Paste
*With Shift down: Paste in Place
*With CTRL down: Paste Style
Note: This does somewhat conflict with the concept that each toolbar button or menu item is a command that can be moved to either the menu or toolbar as desired by the user. (See what MS Office can do in that regard.) One solution there would turn the Paste button into a split button. The right part would be a drop menu with more options. However, this wouldn't eliminate a mouse click.

Using key modifiers on toolbar buttons would be a big change in UI behaviour that I do not know in other programs. As said in the bug description, split button might be an option.
However, in upcoming Inkscape 0.49, the user can set keyboard shortcuts for many frequently used commands (Edit > Preferences > Interface). For the proposal: the default shortcuts are:
*Paste in Place: ALT+Ctrl+V
*Paste Style: Shift+Ctrl+V
