sorry, I overlooked the last sentence - my debug extension had:

$ grep dependency debug.inx
  <dependency type="executable" location="extensions">debug.py</dependency>
  <dependency type="executable" location="extensions">inkex.py</dependency>

reproduced if the script is not added as dependency.
