Bug Description
Inset shortcut works fine using ctrl-shift-9, but ctrl-shift-0 does not outset like it is supposed to.

Not reproduced with Inkscape 0.47 on OS X 10.5.8, keyboard layout de_CH, locale en_US.UTF-8
On a MBP with 'de_CH' keyboard layout '(' is Shift+'8' and ')' is Shift+'9'. Both shortcuts Ctrl+Shift+'8' and Ctrl+Shift+'9' work as expected to inset and outset a path. I do not have custom keyboard mappings in '~/.config/ inkscape/ keys/default. xml' for these two commands.
Please add information about your OS, language setting and keyboard layout.
