I think this bug is upstream with the ported (native) version of GTK+ (aka 'Aqua') and not in Inkscape itself. Please read the thread in inkscape-devel <http://thread.gmane.org/gmane.comp.graphics.inkscape.devel/30473/focus=30482> about the earlier tests with Inkscape 0.47pre0 built with the native GTK libraries on OS X Leopard and the issues reported by JiHO.
The problem seems to be that *none* of the menu entries with submenus are displayed in the top menu bar for Inkscape. I have reproduced this with the native build of 0.47pre0 on OS X 10.5.8.
