GTK file chooser still used in export

Bug Description

File -> Export Bitmap still uses the GTK file chooser rather than the platform's native chooser. Using r21627 and 0.47pre0-1, Windows Vista.

This is particularly important for me as it'll be a lot more work for Inkscape Portable to fix this up; see http://portableapps.com/node/19503#comment-122798

The issue is in src/dialogs/export.cpp, the function around line 1300. http://google.com/codesearch/p#CpziRAt3O_Y/src/dialogs/export.cpp&l=1292

I don't know how to fix it myself though.

Confirmed on WIndows XP, r21627.
Replacing it would also give Inkscape more consistency on Windows.
