In fact this is exactly what I do when I want to change these settings and a simple automation of this system could be perfect.

Doesn't really sound like something viable, considering what SVG can do.
Still, it's not impossible either
If something like this is to be implemented, probably it would be best
to have the possibility of rotating/skewing/resizing a path without
touching its transformation matrix. Or a possibility to modify the
transformation matrix and counter-modify the object by the same amount.
This way, it would be more obvious what's actually going on.

I propose to add a tab below the filters Editor which allows to define size, rotation and skewing for each single filter.
That would be much smarter to be able to save these settings within the filter if SVG allows it.
