Interestingly, when exporting to ps, both output page size options (1. Document's page size, 2. Exported object's size) work as expected. But, for eps, only the drawing is exported irrespective of the option chosen in dialog.
There are use cases for exporting the whole page with the white space around the drawing. The page size is specifically chosen depending on where the image is going to be used and the drawing is usually carefully positioned within the page. So, exporting whole page should capture this placement of drawing in the page. It works this way in PNG, ps. There's no reason it shouldn't work in eps.
