Because PostScript allows floating point coordinates. So there is no reason to restrict the cairo surface size to integers.

If you are inserting DSC comments directly you need to be familiar with the DSC specification to ensure your DSC comments conform to the specification. %%BoundingBox is documented on page 39 of
