One more thing, If you you check Option->EPS Clip in gsview32, then you see that both "Export area is drawing" and "Export area is page" drawings look the same (again except 2pt on width and height added to the bounding box in case "Export area is page" is chosen) and I guess this is what most applications see when you import .eps file.
