I created a LaTeX example with the 'wish' behavior and two cases when .eps exported with "Export area is drawing" and "Export area is page", respectively. You see that last two figures are the same (except 2pt on width and height added to the bounding box in case "Export area is page" is chosen), .eps is upscaled and text appears in wrong positions.

You might as why I do so? This is because some figures might be used in more than one paper which are submitted to different journals which on their side use different fonts. If I integrate text into svg, then I need to update text and formulas fonts for each of them, if I use .tex and compile textual information together with the drawing, then all fonts and their sizes match paper font.
