Comment 3 for bug 340723

Ending periods in tooltips should be mostly fixed now. But I have noticed that in the menu tooltips have an ending ellipsis when a dialog pops up. Buttons in the Commands Bar (see the buttons at the right of the commands bar) do not always contain an ellipsis. As far as I see the convention is an ellipsis when a dialog is supposed to popup, or am I wrong?
