I've just compiled 0.47 prerelease 3, and tried with that version.
It keeps with the slow view latency.
I created a black 420x260 rectangle without borders, and changed it's blur to 7.
With 100% Zoom it is realtime while panning the view.
As I set more zoom it gets slower and slower till unusable.
The inkscape settings for filters are set to fastest (worst).
